1. Declares that:
  
  1.1. I/we knowingly registered for the lottery to determine the waiting list priority for renting an apartment in the Neot Peres complex in the city of Haifa (hereinafter: "the lottery").
  
  1.2. I/we confirm that I am eligible to register for the lottery and possess a valid eligibility certificate.
  
  Attached to this registration form are the following documents: A copy of the valid eligibility certificate, a photocopy of the ID card of the eligible person and their spouse, including the appendix to the ID card.
2. Apartment Lottery:
  
  I/we understand that the following instructions will apply during the draw:
  
  2.1. Subject to the provisions of section 2.2 below, all eligible participants in the lottery will have equal chances of winning. The first name drawn in the lottery will be the first to be contacted by the developer as soon as an apartment becomes available in the project, followed by the next in line.
  
  2.2. Notwithstanding the provisions of section 2.1 above, priority will be given to individuals confined to wheelchairs and people with disabilities.
  
  2.3. All applications submitted by participants, whose eligibility has been verified and deemed valid, will be included in the lottery, even if the number of applications exceeds the number of rent-controlled apartments available in the project.
  
  2.4. The lottery will be conducted in a single stage, including all eligible participants registered for the lottery (both local and non-local). Their placement on the waiting list will be determined by the order of their selection in this lottery.
  
  2.5 The developer will maintain a lottery protocol, which will be open for review and will include, among other things, a printed list of the lottery results.
3. I/we understand that, in order to secure the opportunity to choose an apartment (if selected in the lottery) and/or to sign the rental agreement and its appendices—such as the rental agreement published on the developer's website and the firm's website (hereinafter: the "rental agreement")—at a time determined by the developer and within 14 days from the publication of the lottery results (hereinafter: the "signature date"), I/we must deposit an amount of NIS 2,000 via check and/or bank transfer to the designated account as a prerequisite for the signing. This amount must be deposited into the account of Ashtrom Development and Investments Ltd. at Bank Leumi, Branch 783, Account Number 1685511 (hereinafter: "the deposit"). I/we understand that after signing the rental agreement (if selected in the lottery) and completing the submission of all required collateral and/or documents as outlined in the rental agreement, the process with the developer will proceed accordingly.
4. I/we understand that if we do not select an apartment at a reduced rent, or if we attend the centralized selection day but choose not to select an apartment, the developer, in coordination with the “Apartment for Rent” company, will be entitled to cancel our win and allow the next eligible participant in line to select an apartment at a reduced rent. In such a case, even if additional apartments at a reduced rent become available following the selection process, the developer will not be obligated to offer us another opportunity to select an apartment, unless approved by the “Apartment for Rent” company. Such approval may be given at the request of the developer or at our request, with each case being reviewed individually. The process will aim to ensure an efficient and fair selection procedure for all participants.
5. I/we understand that if, after selecting an apartment, I/we fail to sign the rental agreement on the designated date, the developer, in coordination with the “Apartment for Rent” company, will be entitled to cancel my/our win without prior notice and allow the next eligible participant in line to select an apartment at a reduced rent.
  
  In such a case, the developer will not be obligated to offer me/us another opportunity to select an apartment at a reduced rent.
6. I/we understand that if I/we choose to retract my/our decision after selecting an apartment and/or fail to fulfill the required actions on time to complete the apartment rental process, my/our win will be canceled by the developer, in coordination with the rental apartment company. In such a case, the developer will be entitled to forfeit the deposit, all without prior notice.
